A 26-year-old woman walking her dog underneath a railway bridge was shocked to find a naked man performing an inappropriate sexual act on himself.
The incident occurred at around 4.30pm on Monday close to Toddlers Cover at Canterbury.
The woman initially tried to ignore the man but she decided to run when he started to follow her. He is described as white and aged in his late twenties.
Police say the woman was shocked but unharmed. Anyone who can assist police enquiries is asked to contact DS Vicki Tyler at Canterbury Police on 01227 762055.
